PATS flies like an eagle for United States Postal Service (USPS)
MSQPC's Process Activated Training System (PATS) is being implemented nationwide
throughout the United States Postal Service (USPS) within its Data Collection Division of
International Finance.
PATS is a training system that directs and transfers employees' best practices and
intellectual capital throughout an organization's workforce. The USPS Data Collection
Division is using PATS to transfer best data collection practices throughout 87 districts
among 1000 employees nationwide.
MSQPC has conducted over 35 PATS workshops in the Data Collection Division in
Washington, D.C., since January, 1998. Two USPS PATS pilot programs were conducted at both
the Pittsburgh, PA. and the Des Moines, IA, plant locations. Results of these pilot
studies showed dramatic improvement in process cycle time and reduced accidents on the
job.
Walter Pancik, USPS Headquarters Program manager for PATS in Washington, D.C. states:
"One of the common training themes within the United States Post Office is
On-The-Job Training (OJT). What is unique about the PATS Process is that Many
organizations want to formalize OJT, but do not have a system in place to follow. The PATS
Process helps our organization develop a formal OJT system that can be used to shorten
process cycle-time and simultaneously reduce learning cycle-time against critical work
processes. PATS formalizes On-The-Job training (OJT), transfers key process knowledge
through the workforce, and provides just-in-time learning/knowledge for our
employees."
PATS was created by MSQPC's Executive Director, Dr. Donald C. Fisher. If you would like
